WTF are these?

I spotted these on this site, and am wondering what they are. I’ve seen them here and there, but can’t figure out how they would be useful. Looks to me like a 2D barcode, perhaps for tagging products or items?

    This is a 2D barcode, used for micro-payments. There’s a small Symbian application that takes a picture using the phone’s camera, and fetches information on the seller from a payment service. From there you pay for the goods (in this case, cellphone wallpapers, which it might even send automatically to the subscriber).

    Kinda like a “mobile paypal” service.
